Overload entering cooldown very fast

I was curious if anyone else was having this problem. I understand how overload works, how you can bank up a ton of ultimate points and it lasts forever. But a few weeks ago I added the passive (can't remember what its called...power stone maybe?) reduces the cost of ultimate abilities by 8/16%. It seems that as soon as I added this passive, I would go through an entire dungeon until the very end, use my overload and I could only fire about 5 or 6 bolts before it entered cooldown.
Are these two related? I would love to use this passive but I removed it and haven't had the problem since.
