Chat bugged on 1 character and 1 character only.

On my veteran rank 16 dk I have a count down from 6 to 0 which occurs over and over again, allowing me to only use area chat. I have logged onto several other characters and the chat worked fine. Have also reset my xbox, router, you name it, even 5 hours after last playing on him it's still the same.
