Sneak and Mount in Cyrodil

I was playing on xbone last night and having a hell of a time getting into sneak and mounting my horse. It would sometimes take about 5 minutes for me to be able to sneak or use my mount. Weapon swapping and sheathing used to help me but now does nothing. Trying to mount after combat used to say you cannot mount in combat and would not sheathe my weapon for maybe 1-2 minutes. Now holding the menu button to mount my horse would sheathe my weapon but not give any error or let me mount my horse for a much longer time. I am also not able to sneak at all during this time.

Is anyone else having problems with this?

I played again last night and wasn't having this issue anymore. Maybe I just needed to relog?
