Can you explain why the shock set does more dmg with 5 pieces than the Toxic set? Fairness where?

✭✭Probably because light attack into fully charged heavy attack is an EXTREMELY slow opening. I wouldn't even be surprised that casting abilities as normal would still outbalance the bonus damage from this set.
