Massive Stuttering and Hitching within 5-20 minutes into the game and happends every few seconds?

I have been trying to fix this issue with Windows 8.1 for nearly a year each time caving in and resorting to a factory reset which re-installs Windows 8.0. This only occurs on 8.1 my game is buttery smooth on 8.0. I don't know what else to do except to ask for help and hope someone has a fix. Also my disk usage seems to be quite frequently at 33% usage mostly belonging to System process. Please Help! The Pagefile seems to be having a lot of reads and writes to the disk most of which belongs to SYSTEM Process and ESO.EXE.

Things I Have Tried:
Game Repair.
Reinstalling launcher.
Installing prerequisites that came with game installer.
Resetting and clearing Pagefile.
Deleting a lot of unused programs.
reinstalling nearly every single driver in my laptop.
Deleting game entirely, using CCleaner to clear out remaining files, restarting, and recopying the game that I backupped and told the launcher to install over the backupped files.
Using CCleaner to clear out both the Registry as well as files in my HDD.
Disabling Superfetch, Windows Search, and BITS.
I also tried disabling Superfetch & Prefetch through the Registry.
Restoring 8.0 to ensure the issue is only with Windows 8.1 which seems to be the case.
I am currently attempting to use the base Windows Defender Security to see if it makes any difference though I doubt it.

My Specs are I7 4700MQ 2.4GHZ 3.2GHZ TURBO
8GB Memory
Intel HD4600
Nvidia GeForce GT 755m 2GB GDDR5

I am at my WITS end PLEASE HELP!

I also tried making that known Hyperthreading fix in the Usersettings.txt which had no affect. I also tried adding more LUA memory to the same file but no affect.

What makes no sense at all is Windows compatibility says everything is good with 8.0 to 8.1 and then I find out my game that performs better than melting butter no longer works in 8.1 so AGRIVATING!

Windows 8.0 support ends in January so restoring isn't an option now I REALLY need help to find a fix.

I also only updated from the windows store no where else.

I would except none of my computer drivers support windows 10 and thus upon windows 10 installing it may uninstall everything.

Allright I've done some research and it looks like you can do a clean install from the start using the media creation tool I'm going to go for it as I don't see I have much choice in the matter. It's either die a lot and deal with stutter in game or risk doing a clean install of windows 10 and hope for the best. If this thread gets closed or is no longer view able I'll send you a pm of how it goes. Wish me luck.

I got that thing from Microsoft asking me if I wanted to update to 10. Is it worth it you think?

Unfortunately Windows 10 is not supported for my system due to some incompatibility with hardware. I am going to revert to 8.0 and say F that darned support. ESO Will probably run on 8.0 for the next few years as 8.0 is essentially the same as 8.1 besides some minor feature differences. Thanks for your time to respond sometimes in life comes hard decisions and with that being the case I'll need to buy a new system in a year or two after 8.0 is way outdatted.
