What level does your enchanting need to be in order to do writs that need to be turned in at Belkarth? Is it 6, 7, 8, 9, or 10?

✭✭✭✭✭You need to be at least VR1 and have access to Belkarth (finished the Main Quest for the game basically) before you can drop any writs off in Craglorn.
If you meet those conditions, then L6 in Potency should give you the writ drop offs there. Not I have not tried this, but it should work at L6.Enjoy the game, life is what you really want to be worried about.
