Khajiit had night vision and Bosmer had an animal taming ability, to name a couple. Clearly ZOS has changed things to better fit an MMO. ZOS has taken some pretty big liberties with the passives. Imperial passives aren't even close to resembling previous TES games.
The passives system in ESO is just plain bad and imbalanced.

It would be convenient that way. But please don't, that would be very weird to see Nords with magic talent while high elves have cold resistance.

Yes, they did. Google "unarmed combat bonus Skyrim." It was less than the Khajiit, but they had a bonus.
"Men and Mer have a base damage of 4, while racial abilities give Khajiit characters 15 additional damage and Argonian characters 10 additional damage in unarmed combat. This does not include the 6 additional damage they hold in the code, giving Argonians a base damage of 20 and Khajiit a base of 25."
