BUG? Certain skills reset to rank I

I searched a few pages and couldn't find this problem but when I logged in and placed my skill points when I put them back into Meteor from Mages Guild and selected Ice Comet the skill was back at rank I when I've had it at rank IV for a month or so. I noticed this with another skill as well.
