all armorspecific skill bonuses are gone for current gear (post IC)

after i jumped ingame and put my skill points into my trees i noticed that all bonuses did not aply to the armor i was wearing (example from medium armor: dexterity, wind walker, improved sneak and athletics bonus remain on 0% even after i fully loaded those skills with points)... the same goes for light armor. when i equip another piece of armor however the bonus takes effect. so all the armor i was wearing before IC is now useless, atleast from a perk POV
