I have a workaround. It's not perfect by any means, but it'll get you inside. I had someone confirm it works on console.
Group up with people outside of Cyrodiil, the leader needs to have set a home campaign. The leader can then queue for the campaign as a group, rather than queuing as solo, and everyone can get in.
Not sure if it's works with anyone other than the leader, or if it works with guest campaigns.
Of course there are some downfalls like your AP not counting towards leaderboards, but it'll get you inside so you try the new content out - earn/spend TV stones, get achievements, do quests etc.

Oh, I do read a LOT of forums, haha. I can't recall where I heard this, it may have been the forums.. but I think actually a guildmate told me. I never had the "can't home" issue, but on PC I really wanted to play with friends, and many of my friends chose different campaigns.. so found this out and tada! As long as we pre-plan (or they are willing to leave the campaign and reenter) we can group up and play together
