I haven't looked but doubt there are UI changes

Versions are stuck to their platform. So that's why PC is 2.1.. we jumped from 1.6 to 2.0 when ESO changed to B2P, but ESO on console was always B2P, so it makes sense they start at 1
As well, a huge change (such as text chat) surely would have been discussed by ZOS prior to the patch I'm thinking. Yes, because this is a "major" patch it changed from 1.0.X to 1.1.X The second digit changes on major patches. I can definitely understand how you figured it would have changed otherwise though.
