I play on console/ps4 and I'm getting the imperial city dlc this wed. I've been hearing about these Tel Var Stones and I don't know what they do? Can anybody explain what they are and how u use them?

They are pieces of stone that fell off the crumbling White-Gold Tower.
They are looted off mobs, bosses and other players in the Imperial City.
They buy new gear, materials and shiny things in Imperial City in your alliance sewer base.Sweetrolls for all!

slumber_sandb16_ESO✭✭✭✭Afraid of losing your stones? Get a small group and farm the first few rooms in the sewers closest to your faction base. Not the fastest way, but its fairly safe and easy. Got about 1500 stones in under an hour doing that.0 -

You may want to look at some of the other sets... The stamina return from Black Rose was nerfed to virtual uselessness during PTS.
