jewelry crafting questions

PS4 does not have the new DLC yet so I have some crafting questions about making jewelry:
1. do you need a blank ring / necklace or can you make them straight from materials?
2. The pic of the willpower set I found online adds magica recovery and max health before the set bonus. Is this fixed or do we define the traits with materials?
3. any additional info with descriptive info on how it works is helpful.

✭✭✭✭If you find a ring or necklace, you can apply a glyph to it. That's not new.
I find it hard to believe they'd release full blown jewelry crafting 1) without much publicity, since players have been asking for it for a while and 2) on PS4 first without every going on the PTS or having the PC players beta test it.
If you have information otherwise, I think a *lot* of players would want details. I know I do!1
