ESO on a 2009 Gaming Laptop

Hey all, I'm looking for some input or opinions about this.

A friend of mine is running ESO on a fairly dated gaming laptop and is trying to figure out why he has performance issues.

CPU is 3.0GHz (AMD, not sure which chip exactly)
6GB of RAM
Video card is a Radeon 5970

On minimum settings he can get around 40fps in a crowded area like Mournhold, and 60+ while out in overworld PvE zones. His issue is that it'll drop to 10-20fps or less while in Cyrodiil/IC in large PvP battles. This sounds normal to me given the hardware he is using. He keeps insisting that it's purely due to his CPU and that there is some configuration or settings he can change at his end to make it better, so he's constantly logging out and back in messing around with things.

I believe the video card is just as much as issue as the CPU, and he's simply not going to get much better performance out of that setup. Even brand new hardware takes a decent performance hit when there's a huge PvP battle going on.

I'm running on newer hardware and don't have any issues, so I'm wondering if anyone out there using older hardware has had much luck "tweaking" things to make it better, or if you're basically stuck running the game in potato mode.
