Its not that it's difficult, its just the mat count jumps up between VR15 and VR16 from 15 to 110 or something like that. Most other steps in gear add one mat needed. The VR15/16 gear only gives one mat on decon, so farming for the mats takes longer. I don't know if you can farm raw mats like for other materials, but you would need 10 times those just like any raw mats. You could used TV Stones to buy the mats, but that is a Farm Grind too. So, your not going to be buying a single stack of mats to make a gear set, more like 5 to 10 stacks for a complete set of gear. And, that is not cheap, in time spent or currency spent.
Actually, my VR14 purple is better than the dropped sets of VR16 purples.
And it will take WEEKS or months for me to get mats to replace every one of them up to VR16. Probably just tough it until Orcsinium, when the mats will be laying on the ground.

I posted some info on the crafted sets on my blog
http://benevolentbowd.ca/esotu/eso-crafted-sets/
It includes some stats for lvl 10, VR1, and VR16.

Sadly, it's not a bug. ZOS has confirmed it is working as intended in other threads, also on ZOS Live.Shakenbake393 wrote: »Probably just make vr15 blues and wait to see if it's a bug
