Is there a specific rotation or is it random?

✭✭I believe it's random but ZoS did take a lot of out rotation at-least that's how it seems thus far.
On consoles we had all dungeons be on rotation but so far it seems like only a handful has only been on rotation.不動の Steadfast - Unwavering

This isn't necessarily a bug. It could be intended as a way to encourage people to buy the DLC to have more chances of getting keys.I believe it's random.
