where do i get pve gear sets from?

You can get them from lots of different sources...Are you referring to any set in particular?

Also when you say PvE gear sets, do you mean sets obtained exclusively from PvE content (e.g., as opposed to crafted sets) or do you mean sets that are good for PvE content (in which case we would need more info -- class, build, etc.).

for example, when i watch youtube videos, they talk about sets that have certain special abilities...they dont have to be exclusively FOR pve, but i only play pve...so gear i can get without playing pvp

Crafted sets are probably your best option, but i'm assuming you haven't been researching your items. I would think about crafting your own gear. Here is a list of all the sets you can craft yourself. You need a certain amount of research into at least 5 items to make crafted gear.
