Imperial City Angler (Flabby Whalefish missing?)

Greetings,
In the last days i have been fishing, with partner, in the new waters of Imperial City, in order to obtain the I.C. Angler achievement.
In a sample of +500 fish (+1000 counting with my partner fish), all fish have been catched, ("Aphotic Batfish", "Cannibal Lancet" and "Glow - Spotted Blenny" the blue ones) except "Flabby Whalefish" (the 4 blue one?).
So is missing or very rare drop?
Anyone catch this fish?

✭I finished the Imperial City Angler.
It is RNG.
I had 4 Flabby Whalefish, and the only one I really needed was the lancelet. I had 410 Slaughterfish, 380 Trodh, 43 green and blue fish, 58 Chubs before I was able to get the very last one I need.

Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

AndreanDW✭✭In a first long fishing session I got all fishes at least 4 times, and 2 never; next time I got one of the 2 remaining 10 times, and the other never; meanwhile I got each of the blue ones at least 7 times, about 100 greens and yellows, and the last green one never; therefore I think the programmer of the rng for this game did a lousy job.1 -
karliahquinn✭✭✭I have been fishing for the Flabby Whalefish for 4hrs. Nothing. Have caught all the other fish within 2hrs, then 4hrs over other days for the FW, all the while getting repeatedly ganked. Sucks.0
