It's only propaganda if the misleading information is created by an organization or movement to further a political or economic agenda. It's a specific type of intentional communications campaign with the desired results carefully planned out.
This is more what Hank Green calls a hypothetheory, which is basically an untested hypothesis presented as factual evidence. Anyone can do that, and most of us probably made at least one before breakfast.
It's not fact. It's just people venting over an issue they have no direct control over. And it's not intentional, because players are not required to know anything prior to playing a game. They don't know better. Hypothetheory, not propaganda.
