Problems with Planar scraps NOT stacking ... anyone else?

I've been in the sewers a few times and each time at the end of the day I piled up my planar scraps and deposited them in the bank.
Turns out they are NOT stacking with each other. So now I have two piles of 2, one of 3, and one of 4. This is not good. Same thing happened with mostrous teeth earlier. I have two that won't stack with each other. I've tried banking, pulling them out, hitting the 'stack everything' key, and even trading them to a friend. Those particular teeth insist on being singles.
Next patch? What's going on here!

He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

✭✭One character went through a couple levels, the other has been same level. Both are getting multiple stacks. Originally I thought they didn't stack because of the different characters, same faction, but now I wonder if it was the location, city vs. sewer, that started the problem.
Most of them do stack, so I'm considering trading away the smaller stacks to get one to group to 60 and burn them on a vault.Main: Drio Azul ~ DC, Redguard, Healer/Magicka Templar ~ NA-PC

Well, I did start as VR14 and am not VR16. I have been in sewers and districts, and did visit a different campaign.. But that was all on the same character.. And mine stack. Maybe the different character thing?

While it is annoying, you can use 2 separate stacks to open one vault. No need to sell the smaller stack or what not.0 -
