Level 50 Quests

I am V2 now, almost V3, from Aldmeri Dominion originally. I am supposed to be "experiencing the Ebonhart Pact" so, I've been doing a little questing, but honestly mostly running around getting skyshards and lore books. My question is, why are all of the quests in my quest log now level 50? Am I being held back because I'm not doing EP quests in the right order? I have been running around in The Rift lately, and all the mobs are V5, but every quest I pick up (and all the old ones) are still only 50.
Have I done something really wrong?

It's normal - all the Cadwells quests are L50 in your journal but you will find that the enemies, rewards and XP are scaled to the zone you are in. This seems to be one of the side effects of the VR system.

So Zone one in silver will be VR1 and each new zone from then on will be 1 VR level higher than the last, meaning that your final gold zone will be VR10.

Behind the scenes, all VR Ranks are L50. Even though you have stats and attributes that go up as you gain VR Ranks.

Note, because of this, any mob from L45 and up will drop loot and give you experience. Although you get the most exp from mobs that are on or above your level.
