Entropy triggering potion cooldown

Since the new DLC came out, when in a dungeons with a group (I have yet to see it happen while questing out in the world) my cool down for my potion regularly fires off when I am in combat without me choosing to use a potion. When the timer starts the number of potions I have doesn't change so its not using a potion up but I cannot use a potion so the timer/cool down is real. I have re-created this issue with and without add-ons enabled.
has anyone else experienced this?

tyronebarreb17_ESOSoul Shrivenyes, I have been using entropy a lot. I am about to log in and test this further to see where and when entropy is triggering potion cool downs.
