Sprint speed changes time to time so much that I slotted Rapid Maneuvers just to make up for the "Tar Patch".
On horse its even worse, I have been sprinting on horse with Rapid maneuvers and it looks like I am running in place.
This last patch has made the game honestly almost unplayable due to the lag.

Seems to me what is happening is the bosses in the sewers that have some kind of a brilliant "slow effect" when you are in their AoE (Don't get me started as to how stupid I think this new mechanic is because you can't even dodge roll out of it and isn't that the point in dodge rolling) sticks on you after the fight. It feels exactly like the aoe slow effect is lingering on your character.
Obviously this bug sucks when you are deep in the sewers or IC. Might as well just commit suicide at that point because your character is a sitting duck.

The "thinks you are sprinting" also has the fun side effect of not letting you attack until you sprint for a bit and then go back to regular speed to jog the FSM back into regular states.
