Agree.
As there is buy-back option with vendors, it would be nice if there were something equivalent for incautious deconstruction.
Or a "protected" tag for items.

It doesn't prevent you from deconstructing the item, but you can put an evident marker on it.

No, that's how it's supposed to be. It makes crafting easier when you can just keep all your materials in your bank and go to any crafting station in the world and not have to worry about having the materials on your character.
I put items in the bank all the time and they are not in the deconstruction screen. In-fact I had a green 2 hander I was holding on to for my alt and decided to deconstruct it and had to go get it out of the bank to do so.
If you read the tips in the loading screen (you have plenty of time to do that now with super long loading screens lol), one of the tips actually states that you can craft and destruct with items stored in your bank. It's meant to be that way so you don't have to carry it around with you all the time.
