No.. crystal shards morph chance on casting of pther spells to get a cheaper crystal shards that does 20% more dmg (cant recall correctly) and with a 56.6% chance to crit with 30k mana...
Im tired... so this is messy.. but 14k crystal shards crit is normal.
I play sorc. Vr14 88CP and stock standard entry gear have 20k hp and 31k mana and get 15 to 17k crystal shard proc crits...
It is actually easily countered and even returned (killed myself many times rerurn too sender style WTF moments)
12K heavy attack crits from DKs and NBs.. about the same as that i giess1 -
