Alright so I've bought a couple of 5 packs of the new XP scrolls and have been using them on and off on one of my alts trying to grind her up quickly. I play on ps4 and I don't have the ability to see exactly how much I'm getting per kill so I've just been timing it (not very accurate I admit but don't know how else to track it). My concern is that I'm not seeing any difference in XP gain. It says it's a 50% boost for 2 hours but again I'm just not seeing a difference. Has anyone else on ps4 been able to test this? If so what are your results?

I'm on Xbox one and I can confirm its apply a bonus BUT that is based on where you are, what you're doing and how you're doing it. are you feeling that you're not seeing a 50% bonus?

Correct, I don't believe I am seeing a bonus because I've played 2 hrs with the scroll activated then another 2 with it inactive and The time it takes between levels is the same. I'm trying a little bit of everything (exploration, delves, quests, dolmens, grinding). It's just so hard to track though!

Can't speak for consoles but I know on PC when I use an xp scroll it seems like I gain xp for champion points way faster than I do xp for leveling up a veteran rank. I use an add on that shows how much xp I get for a quest or a kill or whatever and while it seems to apply to champion points (say I'm at 250,000 then gain 50,000 xp from a quest, that puts me at 300,000), it doesn't seem to apply to xp towards the next veteran rank (say I'm at 250,000 and gain 50,000 xp from a quest, I only seem to get a few thousand; it doesn't roll me up to 300,000 xp). I know there used to be a different kind of xp you gained once you hit veteran ranks, veteran xp which you only got from doing veteran quests and killing veteran mobs. But then they changed it to regular xp, but the amount of xp you get from a quest at level 1-50 doesn't seem to translate to when you're leveling veteran ranks.

I hope that makes sense, because I don't know any better way to explain it.

It works on console. To get the most out of the scroll you have to power level. Don't listen to those idiots that say questing is faster. Look up good grinding spots for your faction and kill kill kill. Try to minimize downtime. A friend of mine and I averaged about 10 levels every 2 hours. Without the scroll we were getting around 4 and early on about 6.

I'm only using the scrolls on player levels (1-50) at the moment. I guess I could try one on my vet character and see if I can tell a difference

I never really noticed a difference unless I was grinding a solid spot for an hour or more. Its a really noticeable difference when grinding

On PC, I know I checked this the other day... I used "Wayshrine" discovery on my new character as a test. I compared what my XP was when discovering two Wayshrines right close to each other- one with and one without XP Scroll... I found that with the XP Scroll I gained 50% more XP for the discovery.
