Please, dear lord, PLEASE tell me this is a joke. You can have a guild with completely mixed factions, but you can't even add friends or set notes for them to remember who they are? Every time I try it's "account not found"
I don't know. Might just need to have a character in that faction, but I play in all three so I never came across that issue..Then again I often go alone for the majority.

Never had any problems adding people from other factions. FL and guilds are account based, so factions shouldn't matter. Maybe the account or character name, you're trying to add, contains some special characters, like ê, ú or something. ESO is known to have problems with that.
This might be to simple of an answer,
Two ways to interact with players
Use the"@" in front of their log in name (account name) or
Use a character name without the "@" in front of it.
If you are trying to use a character name and that character is from a different faction or you are trying to use the @ with a character name, that might be your problem, try using their account name with the @. I can't remember without being in game but I think you can right click or hover over their character name and it will show their account name.
