Pay for DLC twice?

I've already bought Imperial City DLC on NA server, but it's unavailable to play on EU. Entrances to the Imperial City and new group dungeons are closed. Does it mean i should pay twice if i want to play on NA and EU?

Yeah this just doesn't make sense at all. Then why don't we have to buy two games? This should be account wide, but they are treating it like a cosmetic item in the crown store. I have eso plus so it is not a problem for me, but I can see some people getting upset over this who are just strictly BTP and purchasing the content with crowns.

✭✭✭✭I have recently bought Imperial City for EU server, but it's not available on NA server. I was really disappointed that it doesn't work the same way as Digital Imperial Edition Upgrade.
If you buy the imperial upgrade it's only supposed to work on one server. You got a bonus, apparentlyTenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

I believe that if you already had the Imperial upgrade (unlocked with a code) before the game transitioned to B2P, the upgrade applies to both servers. If you bought the upgrade from the crown store after the transition, it only applies to the server you bought it on.
I have it on both servers, but mine was a carryover from the subscription days, not purchased on the crown store.2 -

True, my husband bought the original any race/any faction and it applied to all servers. I bought Imperial - and could do Imperial on both servers, but had to buy any race/any faction twice from the crown store in order to get it on both servers.

✭✭✭✭✭In short, the Crown Store purchases are server-bound (as the Crown Store itself is tied to the server), but purchases on the external stores (such as the ESO PC/Mac Store, XBL Marketplace, and PSN Store) are account-wide. Anyone who purchased the Imperial Upgrade before Tamriel Unlimited will have it account-wide, but once it moved to the Crown Store, it became a server-bound purchase.
