Bug or intended: low levels breaking down v15 & v16 gear get nothing

As previously stated, breaking down v15 and v16 gear is supposed to get you 1 piece of the appropriate crafting matetial. I've noticed, however, if I transfer these items to my low level crafting alts to train or to have a higher chance at a purple mat, it will at times fail to aquire any mats at all. Is this intended or just a bug? What's the minimum level we need to be not to fail at deconstructing these items?

For v14 and such, but with the new items they said a 100% chance for a mat, without qualifiers "of an appropriate leveled character". So just checking if it's intended.

Could depend on Veteran vs non-veteran maybe. My crafter is VR2 (maybe VR3? can't quite remember) and I have always received a new mat from the new gear (as far as I've noticed), and I send ALL my V15/V16 to her for decon.

Are you using a non-veteran crafter?

While we are at asking questions, does the passive that gives me a higher chance of getting good stuff apply to the new mats as well? I have even been sending my white gear to her, but I don't recall ever receiving more than one piece from something. If it's for sure, I'll just decon the whites on my main.

I did do it on a non veteran, that could be part of it. Just wish it was more clear.

I also think the passive helps you get upgrade mats and style mats better, but the v15/v16 stuff still only drops 1 of the crafting materials (ingot, wood, cloth, hide) per item.

Yea I believe it is always just 1 of the new crafting mats. I could've sworn I got nothing from one the other day on my v16 but I was half asleep, lol.

Vet/non Vet status should have nothing to do with it.

It should be based on the crafting skill line + passives.

It's asinine to think an L30 master crafter couldn't extract mats from an item while a VR16 crafter with zero points in the skill line would be guaranteed a mat of some sort.

Creation/destruction of the item and proficiency in use of the item are two completely different things. The one should not affect the other.

Hmm, I've been deconning all of them on my VR11 because he's my main crafter and he has all the passives to increase the odds of getting stuff from them. I've never received more than 1 of the new mat (I don't think it's possible, regardless of your passives), but he's been getting upgrade mats and trait stones at the normal rate.

As far as not getting anything if you're not vet-level... That seems dumb to me. I could understand having it so that you don't get anything if your crafting level & passives aren't sufficient for you to craft with that material, but it shouldn't be dependent on level.
