Are staves weapons?

Does Night Mother's Gaze with "Adds X% Weapon Critical" and "Adds X% Weapon Damage" count for staves?
I searched a bit, but most postings were from 2014. So I am totally unsure about it.
And if light and heavy attacks by staves are able to "weapon crit" and to do "weapon damage", what do the staff-skills?
Weapon damage or spell damage, weapon crit or spell crit?
