Two Handed weapons should count as two towards a set bonus.
Why not just make all the weapons the same with no differences or drawbacks to any of them. Why should obly bows and staves have range attacks? Why can't i get magicka back for heavy attacks with 2H? Ugh, come on people learn to be different!

GW2 eventually changed their system so 2 handed weapons could count towards 2 bonuses and guess what? It just lead to better diversity, and the sky didn't even fall!

Light Armor users have the staves to complement their high resource pools and need for CCs and shields to live.
Medium Armor users have Bows and Dual Wield with burst range and strong Melee best used with high mobility
Heavy Armor users have Two Handed weapons and One hand and Shield to compensate for the lower damage and higher need of defense
Any and all buff and nerf to weapons need to keep the viable for their respective or more types and game architect play style and viable for their respective armor types.
Nerfing Two Handed cause medium armor users make better use of it is like nerfing dual wield cause casters get more spell damage with two swords.

Just to add a little bit of fuel to the fire... If you craft a Sword with the Training trait, it will have a base of +49% to Training. If you craft a Bow or a Staff, it will have a base of +98% to Training. It would then stand to reason that given that logic, that the two-handed weapons do indeed represent two slots, and should thus grant the same two slots towards set bonuses. Just my two cents.
