[Suggestion] A new mechanic for Major/Minor buff stacking.

Hear me out.
As we know, Major and Minor de/buffs will stack together. There are many skills that provide either or, and many that do so and are very useful and critical skills for lots of builds. Have you ever been creating a build and come across two skills that you want but both provide Major Whatever? You want both but don't want to essentially waste half of the skill? In combat, you have a skill that causes Major Whatever on an enemy, but someone else already caused it with something else, making your precious skill slot half as useful?

What if sometime down the road a change happened. If you apply a Major de/buff to a target that is already effected by said Major de/buff, it automatically "downgraded" it to its Minor version. This would only work with skills that applied Major de/buffs, any that apply Minor would still do so, and not turn into Major.

An example. A Nightblade has applied Mark Target to your target. You as a Dragon Knight apply Burning Breath and instead of doing nothing with its Major Fracture debuff, it applied Minor instead.

I think this change is reasonable, and would be well accepted.
