Crafting writs. Are they based on max crafting rank or player level?

I have 2 crafters. My main is a vr14 rank 50 in provisioning. All of my provisioning turnings are in Craglorn and they all aware me the VI bag reward.

My second crafter is a vr1 that is rank 50 in all crafts except alchemy. Even though I have access to craglorn, and I have all the skill points into crafting (9/9 in metal/wood and clothing and 6/6 recipe etc) All of my writs turn in all over the place. From the second starter city to the 30 zone to the 40 zone so my rewards are all screwed up :(

Any clue as to what's happening? Do i have to be vr14 with my crafter AND be rank 50 AND have all my SP into crafting? That would be the worst -_-

    Not sure what you're doing wrong. My VR1s with 50 in crafting all turn in their writs in craglorn.

    Yea no clue. I have all the skill points in the right places. I didn't finish the main quest on my crafter before vr1. Could that have something to do with it?

    Have you tried resetting skillpoints? (Yeah I know it's painful to do it)

    There was a comment from ZOS somewhere, that this may be caused by not finishing the main quest. I didn't finish it either on my "brewerin" and she's getting lv40 Provisioning and Alchemy writs despite having skills for crafting VR5+

    Ooof that really stinks. So the only way to get the writs will be to finish the quest? I guess I'll have to roll up me sleeves and take like 10 hours to do it ;(

    This seems consistent with what I am seeing with my V2 maxed Enchanter. Still haven't finished the main story quest, and my crafting writs send me to Craglorn one time and then the next writ I am in my faction's level 45 zone.
