Speed leveling skills

just a quick question; do skill lines go up faster depending on your level? for example, will my blacksmithing skill level up faster at around VR15 from deconstructing VR15 weapons over deconstruction VR2 weapons at VR2? just wondering, because i'm debating over the idea of leveling my character to max level before i try and bring certain skills up. thanks.

Its worse if you wait. For my characters it was easy to lvl up becuase I just deconstructed everything as I was lvling my character. I think higher lvl items give you more inspiration but only to a point
