So Lets start With Hirelings, At the moment they arent as usefull as they could be.
They dont bring that much Gold items (you have better luck from doing craffting writs), And they only bring one v15-16 Item each time with an about 33% chance of getting some of it. Here is some of the things that would make it better:
1. Make it so that you can send your Hireling out to different Places / or gathering more specific things. Forexample: Sending your Blacksmithing Hireling into a Dwemer ruin to gather materials (with a chance of gathering some Dwemer scrap, and perhaps a page or two) Or and Ayelid ruin And so forth giving them a chance to become more increasingly usefull. Same could go for Provisioning Hirelings, setting them to gather : vegetables, Berryes or do some hunting.
2. Make them give 5 v15-16 items with theyre mails, at the current rate it is rather riducolous as you gain more from just wandering in IC sewers or go some farming in the IC dungeons, Making them more usefull, and not to much of a waste of skill points.
3. Making the Enchanter Hirelings able to give some of the new Potency and essence stones, They only give you one at each time, so it wouldnt cause to much of an avalanche of ressources.
Jewelry Crafting
Now the Said Jewelry crafting you can finnaly make your own jewelry items (in the few craftable sets that are atcually any good), Which of course is good for tanks, since the new Endurance set is rather bland for a tank setup. So i would suggest a good setup to make you able to craft Jewelry with a diversity to what that character knows from research.
So lets take the Hist Bark set, which requires 4 traits being known of that armor/ weapon part. So Lets say you know all 4 traits on all heavy armor parts, then you should be able to make a necklace or ring with the Healthy trait to it, Same if you have knowledge of all 4 pieces of medium armor to make a robust traited necklace or ring, and same with light armor to make a necklace or ring with arcane trait. This would of course actually reward players for knowing theyre craft, and do some reward to those that have researched a good portion of armor and weapons.
