[Bug] Thundering Presence no longer procs Ravager Set

On the PTS the new Thundering Presence procced the Ravager Set. This makes sense since it is a stamina based AOE that is within the minimum range to proc Ravager, like cleave or whirling blades which proc it. There was a bug on the PTS that was making Rally proc Ravager on heal ticks and Thindering Presence proc Ravager without hitting any targets. Is this intended or should Thundering Presence proc Ravager when it is damaging someone? @ZOS_JessicaFolsom @ZOS_GinaBruno
