Client crashes to desktop in high population areas. Elden Root being the worst.

I love this game, I really do. And I have uninstalled my addons a lot of times in order to get things to work but no matter what I still get crashes to desktop in high pop areas with Elden Root and the main city in Craiglorn being the worst offenders. I can't take more than five steps or click on something without a crash to desktop. I've done the hot fixes listed here and I still have issues. My DXDiag is attached.

    Bumping this to add I've also tried contacting customer support. I've turned off the razor programs and the other background processes and also added ports to the okay list and white listed the game in windows defender and flushed the DNS and it's still crashing every few minutes in high population areas.

    I'm curious - does it actually crash (the whole game window goes away and Windows tries to "solve the problem") or does it freeze (all game content stops moving)?

    I've had freezing issues probably since march but I still haven't seen a freeze with the new 2.1.4 version (but then again I don't really play much because of the loading screens if doom). That's why I asked.

    It crashes to desktop with the ESO pop up that wants to know what happened so they can 'fix the problem' coming up.

    Try to reproduce the problem with severely lowered graphics settings.

    The problem ended up being fixed by deleting the game settings file and then starting the game again. It wasn't ever a graphical thing, though the high population crashes can be a symptom of that.
