Can't break CC in Cyrodiil

Hi.
I was in a delve in cyrodiil today and I encounter with a nightblade. He used mass hysteria against me and I couldn't break cc. We continue to fight then 6 seconds later he used it again and I couldn't break cc again. Why is that? I pressed break cc like 7-8 times and I had my stamina full on both. Is someone know why?

✭✭✭✭✭Weird, ive had that bug hit me a few times over the course of 1.6, but never concecutive in the same fight. Id bug report it asap.
