Are the cost-reduction glyphs really that bad?

You know the ones that give a flat reduction cost for jewelry? (Flat reduction is better than percentage reduction right?)
Edit: Bad as in, they are not working as intended. Heard that it doesn't even reduce it by a flat amount. Ex: 2000 cost + 185 cost-reduction glyph = Some other random amount other than the supposed correct 1815...

Vraneon✭✭✭Works pretty fine for me. Yes, sometimes I think they mess up the calculation a bit, because for some skills it's showing me a bit less (getting reduced only by 160 for example). The cost reduction is not so easy to see through, because you have a LOT of reductions going on. Racial Passives, Armour Passives, Champion System, Class Passives, Set Bonus, Weapon Passives, Weapon Enchantments and Jewellery.1
