Can convert items to imperial style but cannot create items in the style

Hi,
I bought the imperial edition of the game and noticed that I am able to covert items into the imperial style but I cannot create any items in the style, is this a bug or was I supposed to receive the Imperial Motif at the start?
PS4 - EU - DC
Characters:
Adzer - Breton Templar
Thorgon Stormcaller - Nord Dragonknight
Elrond Smeagol - High Elf Sorceror
Akorithi Sendu - Redguard Nightblade
Miraak Icelight - Nord Warden
Father Dori - Breton Templar
Argo - Argonian Dragonknight

    This is how it was always intended to be for non-Imperial races. The idea being that you could don your Imperial style on any character. However, technically you CAN still create Imperial gear by making an Imperial character and no need for the motif. Consider that kind of a trade-off for not having the actual motif.

    Also, some Dropped Set items can not be converted to Imperial, so keep that in mind.

    Most dropped items cannot be converted.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.

    Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
    House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
    Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

    Yeh i have a imp ult with all the motifs so i can make imp for mates

    Alternately, it is possible to find imperial motifs in the wild. Just requires opening a metric *** ton of containers.
    Due to a typo in the system, the area was accosted by the Daedric Prince Moar Lag Brawls.

    I bought the crown imp. upgrade ages ago and unless I made an imperial character could only convert too , however I wrote in another similar thread this week about my disappointment in this and lo and behold what did I find the other night····· only the imp. motif book so now I can make it with any character , happy days . Now either this was a freaky coincidence or someone in zos has heard my little winge and fixed it to drop for me , if so I would just like to say ···· Oh my , oh my why can't I find the High elf / Primal / Barbaric motif books ? My life seems so meaningless without them . Hint , hint lol.
