Why do the Imperial City sewers exit onto the land all the way across the water?

Granted, I'm not a civil engineer, but why wouldn't the sewers empty directly into the water? Why would the sewer tunnels actually cross the water and open onto the land on the other side? Were the Imperials pumping their sewage directly from the city onto the mainland?

    Doesn't make sense. In "Oblivion" the sewers ended at the water. But in this game it's like this:
    Players can't (or are not allowed to) cross water, so we need an entrance on the other side.
    Why not a boat to the entrance but a direct access to the sewers?
    It's just cheap and lazy design.

    I am not complaining! I just found it curious. And the loading screens are great -- they let me tab out and check email and facebook!

    If they were using some old sewer system or something I suppose the land may have changed a bit. Maybe the water level was higher/the river wider years ago? I thought it was also humorous but meh.

    That... That actually makes sense! In the real world gong farmers were able to make a lot of money by collecting the contents of privies and selling them to be used as fertilizer. It would make sense for the Imperial Sewers to be designed to carry the waste away from the city, but rather than just dispersing it into the water have it go towards exits where it can be removed by the wagonload and taken to farms.

    I always kind of assumed that when Imperial City was released we would be able to swim across the water to access it. I mean look at all that land around Imperial City! Is there any way for us to access that now? Harbor district? Arcane University? The prison? Can we access any of these?

    Of course I hope that these areas will be opened with additional gameplay mechanics. Arcane university could be the epicenter of spellcrafting. The prison could function as an actual prison in a Cyrodiil specific addition to the justice system. The waterfront could be the only place we can get the particular tools and materials needed to build our own ship.

    There's enough content between the Cyrodilic shore and the walls of the Imperial City to justify multiple different releases.

    But all that would literally be years away. :confused:
