In the districts the doors were give a feature that provide an immunity timer on a person when they change districts from the main entrance. Additionally, they were provided side entrances that had immunity ledges as well. The reason? To prevent spawn ganking/zerging of players who haven't loaded in or just loaded in and found themselves either jumped or in a crowd of enemy players with six different names on their death screen. It was a good fix.
However, there are parts of the Imperial city where the spawn ganking & zerging is still possible, such as when using the sewer ladders outside the alliance starting sewer to enter a district, or vice versa. These ladders do provide a small timer that I think ZOS had stated was 30 seconds, but given the average load screen time is much much longer due to the crash fix and other factors, it is not enough. Often I have found myself coming down from a ladder and in the middle of a tide of enemy players, and all my tel var stones are gone; no time for reaction on my part.
My point? Increase the timers by a larger amount when using the sewer ladders. I'd say closer to a minute to a minute and a half would be all right, but mess around with the values. Give it long enough so that an above average length of a load screen will still have immunity on it when they spawn in. Additionally, I haven't experienced any issues with the doors between sewers, but they appear not to give immunity timers and also are accessible by all alliances. They seem like a similar scenario could be found, and they should likely be adjusted as well.
