Not once you reach VR15, since that is a 5 level difference.
The game is designed to group for VR15&16 now (unless you're particularly skilled in IC), unfortunately for solo'ers; maybe just fool yourself into thinking it's 2.175 million exp to VR16, not 850k (if you continue in Cadwell's Gold)?
Best advice is to not hurry to level cap; new PVE areas will hopefully be out later this year, and then leveling won't be a grind at all.

wouldn't XP being v15 in your v10 zone not be affected by diminishing returns as it's within 5 levels? or did I miss something....v16 however would diminished in a v10 zone as it's >5 lvl difference.

There are a lot of factors that affect the speed at which you acquire XP, it's not just about the value number per kill/quest reward. Travel time, TTK, mob density, monster type all play an important role. Tracking you XP/hr is only way to truly compare.

If your goal is Champ Points then do the quests with the VR3 and VR6 characters. I was getting 100K exp for most quests in Bleackrock last night, and gained a CP and a half in about 40 minutes. It would have been faster if the lag had not been a hindrance.
