Are level 10 crafting writs doable without the dlc?

I am wondering whether or not I should pick the level 10 passive in blacksmithing, clothing, woodworking.
I guess that, if I pick it, the corresponding crafting writs will scale accordingly. Would they still be doable for me, even though I don't have the dlc?
Is the delivery location reachable (not in Imperial City)? How many materials would I need and how painful would it be to obtain them?

    The high tier writs haven't changed. I picked up all passives except enchantment, and I am still getting writs for v5 potions, voidsteel, nightwood, etc.
    AD is the best looking faction. I don't make the rules, I just enforce them.

    One advantage of picking the higher tier is that is what you will get from your hirelings. I am starting to get some VR15/16 mats from them. Note, this is only on my character who is VR15.

    I have not done an equipment writ on her yet, it would not make sense to make a crafting writ that requires 100 or more crafting mats when they are so rare.

    I will take an Equipment Writ tonight and see what it has me make. I still doubt they would require the new mats due to rarity. I mean you can farm Lower Craglorn or any Vet9/10 zone for 30 minutes and pick up what you need to do a top tier writ. But that ain't happening with VR15/16 mats.

    And I almost got stuck on an alchemy writ today because I'd ditched my Cloud Mist, forgetting that I still need it for writs.

    Not loads of them..... just the odd one here and there.

    I have not yet received any new mats on live yet. Although I did on PTS on my VR2 character. It MAY be attached to owning the DLC, but as long as it wasn't changed, it appears you can receive the new mats on a lower level (VR2) character. Of course, as long as you are 10/10 in the craft.

    [EDIT] I imagine getting the new mats will be a rare drop from hirelings. It wouldn't surprise me that people have not received any this early into the patch.
