Baked Potato missing on PS4?

Neither I, nor anyone in my guilds has found the Level 1 Baked Potato recipe on the North American PS4 server. I've found every other green/fine level recipe months ago, and have about 75% of all know recipes.
This is not a request to buy--I just want to hear that anyone on the PlayStation servers has found the Baked Potato recipe so I know it is out there. I'm beginning to think this is a bug.
