Will just try get tel var stones to get the armor I want then I wont be setting my foot in there again.

The only time I saw this happening today was when enemy players were camping spawn points.

To make IC fun, when you die and rez you should do so in another district. This would make things a lot more interesting for sure if people had to rez in different locations. It could help break up the groups as well.

I thought this was true, but ran into an odd scenario last night. Was running in a duo when I died to a nightblade, losing about 60 stones (I am aware this isn't a lot of stones) very close to a respawn point. The NB that killed me immediately turned to fight with the person I was duoing with, who was able to tank the NB long enough for me to jump down from spawn and get back into the fight. The night blade was then killed. My teammate and I both got 3 stones for the kill. No mobs or other players were part of the kill to the best of my knowledge.
So, what happened to the 80% of the 60 stones we should have, in theory, gotten back? Did the NB still have them? Did they just disappear? Did the NB not receive 60 when they killed me the first time? Tel Var Stone calculation bug?
There are a lot of variables working here, but the gist is that even an instant karma style revenge kill as described in that anecdote doesn't guarantee any recouping of lost stones. Currently I am leaning toward this being bug related, but it could just be my ignorance of how the Tel Var mechanics actually work.

I've been wondering about this myself.
It should probably be tested with a small amount of stones and a friend from another faction. It wouldn't be the first time ZOS failed at math. Maybe they screwed up the decimal place and your 60 stones became 6 divided by 2 = 3?

The issue you guys have is you're fighting in the Zerg Swarm Campaings in the heart of the Swarm. Don't like zergs and instant-spawns try the Sewers on for size ( =
