Soul Siphon/Tether Tooltips and Self-Heal Still Lacking?

Hi,
Does the patch fix these skills?
By fix, I am referring to 1) the misleading tooltips, which basically fail to match at all what the skills do, as well as 2) the fact that Soul Siphon doesn't self-heal, even though every other ability in the game that "heals allies" also self-heals.
