No, but you will find similarities. Most are completely different.
I actually asked the same question you asked myself when I came across the VERY same two quests.
However maybe you'll be pleased to know that's really the only time I ever felt like that.1 -
Selique✭✭✭✭As stated above, there are similarities to quests, but in general, the problems you solve in EP will be different than the ones you solve in AD or DC. The different areas/races/towns/ect ect all have their own unique stories and such going on.Falls-With-Grace ~ Shadowscale (Argonian Night Blade)

Their are certain basic patterns most quests follow. They do become repetitive after doing dozens, or hundreds of quests. But relative to other games I've played, ESO does a good job of putting in some variety.

Seems lots of wives in Tamriel lose their husbands, the dogs help find them
