Is that the V1 water or the level 40 water?

If it's the level 40, Coldharbour from water skins and urns/jugs in delves. If it's the V1 in Cyrodiil and in the first zone of Cadwell's Silver.

Same as any other water, in lakes and streams. If you can only find lower level water, move to the next zone (higher level).

That's 'purified', not 'pristine'(that is level 20), and can be found in VR zones. You need to finish the main quest and start the cadwell's silver quest so you can get to the VR areas.

I'm vr9 I've just heard with alchemy there is no cool down when you use prestine water
