They exist. Not only that, but unlike the Aldmeri Dominion, the Thalmor of the 4th era are actually the same organization as the Thalmor of the 2nd era. The Aldmeri Dominion of the 4th era is a new entity that takes relatively little from the Aldmeri Dominion of the 2nd era aside from the name, but the Thalmor existed continuously the whole time. They waxed and waned in prominence over the centuries, and in the 4th era gained greater influence than they had ever had before, but it's the same organization.
That's true. Even in this era there are racist elements to the Thalmor, but they don't necessarily dominate them. Over time, between now and the events of Skyrim, the racist elements of the Thalmor became more dominant, until you see the version that is basically the SS of the third Aldmeri Dominion. Hmm, third dominion third reich? Somehow I doubt that's a coincidence.They exist. Not only that, but unlike the Aldmeri Dominion, the Thalmor of the 4th era are actually the same organization as the Thalmor of the 2nd era. I'm pretty sure this is all correct, but I think it's also important to note that much of the Thalmor leadership and soldiery in this era is far more open-minded accepting of other races. We still see some of the racism slip through the cracks (College of Altmeri Propriety quest, anyone?), but it's not the same style of organization as it grows to be in the 4th Era. I feel like they've struck a great balance between "Most of these soldiers and officers are normal people, and might be racist or not racist at random" and the more Kirkbridian Ubiquitous Thalmor Agenda of "The upper eschelon wishes the destruction of Nirn and every piece is secretly playing its part, whether it knows it or not".
